MESSAGE FROM THE CJIS GOVERNING BOARD EXECUTIVE DIRECTOR 

CISS - How Much Will It Save? {Sean Thakkar}

Throughout the Connecticut Information Sharing System (CISS) project, it has been assumed that there will be substantial time, and subsequently cost, savings created by the implementation of CISS.  Efforts are now under way to quantify the potential time and cost savings as preparations are being made for the CISS budget request.  

 

A team of MTG consultants has begun interviews and research to identify potential costs savings.  For each manual data exchange, we are seeking to determine the following:  

  • Personnel Cost - Time required to copy and otherwise manually prepare one document for sending. 
  • Material Cost - Cost for preparing one document for sending (e.g. paper, postage).
  • Transport Cost - Time required to physically transport one document to the receiving agency.
  • Exchange Volume - Number of documents sent each year.

With this data in hand, the legislature will have a thorough picture of the time savings (and subsequent cost savings) that will be realized through the implementation of CISS.

 

How Will This Information Be Presented?

A legislative report will be developed to present the information gathered through the research.  It will provide the following information:

  • Overview of project work to date. 
  • Risks associated with delaying the project.
  • Community risks if the project is not implemented.
  • Project benefits.
  • Hard and soft cost savings.
  • CISS Budget Summary.
  • Budget with total cost of ownership (TCO) by quarter (generated fund and bonded).
  • Project schedule.

The legislative report will provide a thorough basis upon which to make future funding decisions.

ABOUT CJIS

The Criminal Justice Information System (CJIS) Governing Board has several subcommittees and Working Groups, for more information please contact the appropriate contact person listed below.

OPM has taken the central leadership role in the coordination of the development of technology to benefit the state's decentralized criminal justice system.  Through the Connecticut Justice Information System (CJIS) initiative, several component projects are aimed at bringing greater cohesion and effectiveness to our criminal justice system by improving the way we communicate and share information across system components, and how we manage data on crime and criminal offenders.

CJIS -- Connecticut's Justice Information System -- is the umbrella term for the information system activity among the agencies with justice responsibilities in Connecticut.  These agencies are:

The agency commissioners are members of the CJIS Governing Board to establish direction and policy on justice information. Agency designees comprise a CJIS Implementation Group to facilitate the coordination and integration of CJIS programs.

CJIS encompasses programs or projects which generally incorporate interagency initiatives, data sharing, and enhancement of agency capabilities for justice information management. CJIS relates to both federal and state programs.

A CJIS program initiative, known as the "Offender Based Tracking System", is the kingpin in bringing many different information systems together to more effectively and efficiently track offenders.
